Bihar Election 2025: ECI Mandates Pre-Certification of Print Advertisements by MCMC on Pre-Poll and Poll Days

New Delhi, October 21, 2025 — The Election Commission of India (ECI) has announced the schedule for the General Election to the Legislative Assembly of Bihar, 2025, along with bye-elections to eight Assembly Constituencies across various States and Union Territories.

The polling in Bihar will be conducted in two phases — November 6, 2025 (Thursday) and November 11, 2025 (Tuesday).

To ensure a level playing field and free and fair elections, the ECI has mandated that no political party, candidate, organization, or individual shall publish any advertisement in the print media on the poll day and one day prior to poll day, unless the content is pre-certified by the Media Certification and Monitoring Committee (MCMC) at the State or District level.

For Bihar, the restricted days will be November 5 & 6, 2025 (for Phase I) and November 10 & 11, 2025 (for Phase II).

Applicants seeking pre-certification for political advertisements in print media must apply to the MCMC at least two days before the intended publication date of the advertisement. The State and District-level MCMCs have been activated to ensure timely processing and expeditious certification of applications.

The guidelines are part of ECI’s ongoing efforts to maintain transparency, accountability, and ethical campaigning during the election process.
